David A. Miranda has served as Lovington City Manager since June, 2023 after transitioning from his role as Chief of Police with the Lovington Police Department.  He has been with the City of Lovington since November, 2011 and spent 12 years in law enforcement.  David also brings a strong financial background with him, having spent 21 years on the floor of the New York Stock Exchange as an equities trader.  He is a strong believer in public service and serves on the boards of many civic organizations.  His education includes Certified Public Official – New Mexico State University;  BA undergraduate coursework – Fordham University; Certificate of Achievement: Local Government Leadership Program – Leadership New Mexico;  and coursework in Fundamental and Technical Stock Market Analysis – New York Institute of Finance.

The City Manager is responsible for providing municipal services in a financially responsible way with a commitment to transparency, strategic planning and long- range programs that benefit the residents. The City Manager’s duties include:

• Implements and enforces City Commission decisions by developing,
monitoring, and enforcing policies and procedures through daily
operations. 

• Keeps the Mayor and City Commission informed by providing and
summarizing information; remaining accessible; answering questions and
requests. This includes making recommendations to the mayor and other
City leaders on a variety of issues, including budget, personnel needs and
project costs.

• Achieves financial objectives by developing and recommending an annual
budget; managing department expenditures, analyzing variances; initiative
corrective actions; anticipating long-term issues for financial planning and
compliance with State and Federal agencies.

• Budget development and management including reporting and
compliance with State and Federal agencies.

• Maintains city staff by recruiting, selecting, overseeing, and training
employees and understands HR management best practices, staff
facilitation and strategic planning.

• Provides leadership through coaching, counseling, and disciplining
employees; planning, monitoring and appraising job performance including
meeting with heads of departments to identify and resolve issues.
• Ensuring completion of reports and studies commissioned by the elected
officials.

• Works in cooperation with Economic Development organizations on
important projects that benefit the community.

• Works with the Mayor and City Clerk to develop the City Commission
agenda with factual and adequate information for informed decision
making.

• Representing the city government during social functions as well as more
formal meetings with municipalities and government officials

• Promotes city services by coordinating and cooperating with federal,
state and other local units of government, acting as a spokesperson to the
media.

• Ensuring the smooth running of public services such police, fire,
community services and public works including water, sewage, and other
utilities such as trash pick-up and recycling programs. This includes ensuring
that water supplies are safe and in compliance with the Safe Drinking
Water standards.

• Responding to and resolving difficult or delicate questions or concerns of
citizens.

• Overseeing municipal projects and delegating responsibilities to the city
Department managers and city employees that are best suited for specific
tasks, projects, and jobs requiring accountability.

• Complies with federal, state, and local laws and regulations by studying
understanding existing and new legislation; anticipating future legislation;
enforcing adherence to requirements; advising management on needed
actions.

• Maintains rapport with the community by meeting with citizens and
advisory groups; reaching out to resolve difficult and sensitive citizen
inquiries and complaints; provide information and recommendations within
scope of authority.

• Maintains professional and technical knowledge by attending educational
workshops; reviewing professional publications; establishing personal
networks; participating in professional organizations.

• Contributes to and leads a team effort by accomplishing related results as
needed. (Strategic Plans, Comprehensive Plans, etc.)
