Infrastructure Capital Improvement Plan (ICIP)

Infrastructure Capital Improvement Plan

The Infrastructure Capital Improvement Plan (ICIP) is the City of Lovington’s long-range plan for improving and maintaining public infrastructure over the next five years. It helps identify the community’s most important capital needs, such as streets, water and wastewater systems, parks, public buildings, public safety facilities, and other major projects.

The ICIP serves as a planning tool that allows the City to prioritize projects, estimate future costs, and pursue funding and grant opportunities through local, state, and federal programs. While inclusion in the ICIP does not guarantee funding, many grant programs and capital outlay requests require projects to be included in an adopted ICIP before they can be considered for financial assistance.

The plan is updated and adopted by the City Commission annually with input from City staff, elected officials, engineers, funding partners, and the community to ensure it reflects Lovington’s current and future infrastructure needs. By planning ahead, the City is better positioned to compete for funding, respond to growth, improve public services, and make wise investments in the community.

Residents are encouraged to review the ICIP and provide feedback as the City continues to build and maintain the infrastructure that supports our quality of life.

Questions or feedback? Contact the City of Lovington Grant Development Mgr. at (575) 396-9302 for information about the City’s ICIP. Residents are also encouraged to contact their City Commissioner to share ideas and priorities for future capital improvement projects.

ICIP for Bill McKibben Senior Center

The Bill McKibben Senior Center ICIP outlines the City’s long-term plan to improve and preserve this important community facility. As required by the state, the Senior Center’s ICIP identifies anticipated capital improvements, estimated costs, and potential funding sources to maintain a safe, accessible, and welcoming environment for Lovington’s senior residents. The ICIP serves as a planning document and helps position the City to pursue future state, federal, and other funding opportunities for these improvements.
